How a SIM Is Linked to a CNIC
Every SIM in Pakistan sits against one CNIC, verified by fingerprint at the counter. Eight per person is the ceiling: five voice and three data, across all five companies together.
Every SIM in Pakistan must be registered against a valid CNIC. The operator collects biometric verification at point of sale, and the record is stored in PTA's SIM information system.
The rules PTA sets
| Rule | Detail |
|---|---|
| SIMs per CNIC | Maximum 8 total: 5 voice + 3 data, across all networks together |
| Registration required | Every SIM must be registered against a valid CNIC with biometric verification |
| Who can check | Only the CNIC holder can see how many SIMs are on their CNIC |
| Data holder | PTA and mobile operators; not public |
How the Link Is Created at the Counter
A SIM gets attached to a CNIC at a franchise counter, and the attachment is biometric. Since 2015 every new registration must pass fingerprint verification against NADRA records: the seller scans your fingers, NADRA compares them with the record for your CNIC, and only a match completes the registration. NADRA verifies identity only; it sells no SIMs.
Since December 2022 the process runs through MBVS, the Multi Finger Biometric Verification System, which randomly selects two fingers at each check instead of the same finger every time, so a fake finger is much harder to pass. The rules sit with PTA, and the full pipeline is explained on our how PTA registers a SIM page.
Checking the link on your own CNIC
Send your 13-digit CNIC without dashes to 668, or enter it on cnic.sims.pk. Both show how many SIMs are registered on your CNIC, company by company:
- Jazz (Mobilink)
- Zong (CMPak)
- Telenor Pakistan
- Ufone (PTML)
- SCO / Onic (AJK and GB)
The result is a count per company: not names, not phone numbers of other SIMs, not owner details of any other SIM.
The SMS flow, exactly
- Open Messages, not the dialler 668 is an SMS short code; dialling it does nothing.
- Type your CNIC as digits only The card prints it as 12345-1234567-1. Strip the dashes and send the 13 digits alone, with no spaces and no extra words.
- Send once and wait PTA's notice of 31 December 2025 says charges may apply, so each resend may be billed.
- Read the count, company by company Match each line against your own list of SIMs, data devices included.
The online flow
Open cnic.sims.pk, choose the CNIC tab (the second tab, Foreign ID, is for foreign nationals), enter the same 13 digits without dashes, complete the reCAPTCHA and press Submit. The portal lists no fee, shows no box for a mobile number, and asks for no app or sign-up. The address must read exactly cnic.sims.pk.
How Many Ownership Links One CNIC May Hold
The current PTA limit allows up to 8 SIMs on one CNIC: 5 voice and 3 data, combined across Jazz, Zong, Telenor, Ufone and SCO rather than per network. PTA has revised the caps over the years, so treat older numbers quoted elsewhere as history, and trust your own 668 count as the record of what stands on you today.
The ceiling matters because excess is the early signal: if the count reads above your own list, something is either unauthorised or forgotten. The counting method in full detail is in how to check how many SIMs are on your CNIC.
Disowning a SIM that is not yours
If your CNIC shows a SIM count that includes a SIM you never bought:
- Go to that company's franchise with your original CNIC
- Request re-verification by fingerprint
- Request disowning of the SIM not yours
- If unresolved, complain to PTA on 0800-55055 or NCCIA on 1799
This is the only lawful way to remove unauthorised SIMs from your CNIC.
Costs and limits on disowning:
- Voluntary disowning costs up to Rs 200; if the SIM is a fraud case, it is free.
- A newly purchased SIM cannot be disowned or transferred within 365 days of activation.
- Bring the original CNIC. A photocopy or a photo on a phone is not the franchise document.
- If the count stays high after the visit, complain to PTA on 0800-55055 or at complaint.pta.gov.pk.
The evidence to keep and the escalation ladder are set out in our guide to blocking unauthorised SIMs.
What the record never gives out
You cannot publicly access:
- The name or CNIC behind any mobile number (except your own SIM via 667)
- A list of all SIMs on any CNIC but your own
- Real-time location or owner of any SIM
Sites promising "SIM card owner details" by number are scams; report them to PTA or NCCIA.
FAQ
How do I check SIM card ownership details?
Send your 13-digit CNIC, without dashes, to 668 by SMS, or enter it with the reCAPTCHA on cnic.sims.pk. Both return how many SIMs are registered on your CNIC, company by company. Ownership details for one SIM you hold come from MNP sent to 667.
How many SIMs can be registered on one CNIC?
The current PTA limit is up to 8 SIMs per CNIC for personal use: 5 voice and 3 data, combined across all networks rather than allowed fresh by each company. The count on 668 tells you where you stand against it today.
What is MBVS and why does it matter here?
MBVS is the Multi Finger Biometric Verification System, used for SIM issuance since December 2022. It randomly reads two fingers and matches them against NADRA records, which is how a legitimate ownership link is created at the counter in the first place.
Can I see SIM card ownership details of another person?
No public channel offers this, and unauthorised handling of another person's identity data violates Section 16 of PECA 2016. If a number threatens or defrauds you, report it to NCCIA on 1799 or PTA on 0800-55055 instead of searching.
How do I disown a SIM that was registered on my CNIC without me?
Identify the over-counted company on 668, then visit its franchise with your original CNIC and fingerprints and request disowning. It costs up to Rs 200 if voluntary and nothing in fraud cases. Re-check the count afterwards and escalate to PTA if the record does not change.
SIM Card Ownership Details: The Summary
Ownership in Pakistan means one auditable link: a SIM registered against one CNIC, sealed by fingerprints at the counter, capped by the current PTA limit, and visible to you only as a count per company. That count is the whole of the lawful access: no name, no number, no address of anyone else, ever.
Next step, and it is a short one: text your 13 digits without dashes to 668, or run them through cnic.sims.pk with the reCAPTCHA. Reconcile each company against your own SIM list, and if one line will not reconcile, start the franchise disowning route while the evidence is fresh.
