There Is No Fresh SIM Database

SIM registration data is real: CNIC, number, company, activation status, held by the operator and by PTA. What does not exist is any public route to it, fresh or otherwise.

These sites collect your CNIC, contact list or payment details and show invented screenshots. The only lawful SIM data you can access is what is registered to your own CNIC, via 668 SMS or cnic.sims.pk.

What "Fresh SIM Data" Is Supposed to Mean

Read literally, fresh SIM data is the registration record of a SIM you have just bought: the CNIC it sits on, the number issued, the company, the activation status. Every SIM acquires one such record at the counter, and it is private to the person named in it.

The search phrase asks for something else: a list of new registrations you can browse or buy, ideally with names. That product has never existed publicly in Pakistan. Operators hold their own registration files; PTA runs the system those files feed; and the only citizen-facing output is a count of your own CNIC, via cnic.sims.pk or SMS 668. There is no feed, no export, no "daily data" file.

Buying a Fresh SIM Without Buying Trouble

The legitimate version of this search is a buyer's caution: how do you know a new SIM is clean and registered to you? The answer is process, not data.

  1. Buy at an authorised franchise Registration happens at the counter with your original CNIC and fingerprints, never through a link or an app.
  2. Expect biometric verification Fingerprint checks against NADRA records have been mandatory since 2015, and since December 2022 issuance runs through MBVS, which randomly reads two fingers.
  3. Confirm the card is registered to you Send MNP to 667 from the new SIM and check the name and CNIC in the reply.
  4. Then check your count Text your 13-digit CNIC, without dashes, to 668 and confirm that company's count rose by exactly one.

A seller offering a "fresh" SIM with a "clean record" and no biometric is offering a card registered to someone else. Two rules make that your problem, not theirs: the current PTA limit stands at 8 SIMs per CNIC, 5 voice and 3 data across all networks, and a newly purchased SIM cannot be disowned or transferred within 365 days of activation. What you buy stands on you, so buy it where they verify you.

The legal checks, in full

You can check SIMs registered to your own CNIC through official PTA methods:

  • SMS 668: Send your 13-digit CNIC (no dashes) to 668: the count per company
  • cnic.sims.pk: Enter CNIC plus captcha: the same count online
  • SMS 667: Send MNP from your SIM: the name and CNIC on that SIM
  • SMS 76367: Send N, space, 11 digits: the network name

None of these reveals the owner of a number that is not yours. That would be an offence under PECA 2016 Section 16.

Reporting a site that claims it

If a website or APK promises fresh SIM data, SIM owner details by number, or a SIM database check:

  • Do not enter your CNIC or mobile number
  • Do not pay or share payment details
  • Report to NCCIA on 1799 (24 hours)
  • Report to PTA on 0800-55055
  • Complaints also go through complaint.pta.gov.pk

Inside a "Fresh SIM Database" Site

These pages run one template. They invite you to enter a number or CNIC, then print confident "records" complete with names and cities. No register answers behind the form: the entries are invented, and the site's real business is whatever it harvests en route, your typed details, a contact-list permission, an APK install, a fee for a "full list".

The law closes both doors. Handling another person's identity information without authorisation violates Section 16 of the Prevention of Electronic Crimes Act 2016, and sites reselling old leaked records breach the same Act, as our PECA law page sets out. Even if a "database" once contained real records, querying it as a private citizen is the offence, not the shortcut. Each scam variant is catalogued on our SIM scams and fraud guide.

Meanwhile the honest tools answer every safe question a buyer could want: the count on your CNIC (668, cnic.sims.pk), the record of a card in your hand (667) and the network behind any number (76367). More routes are on our SIM check SMS codes page.

FAQ

Is there a fresh SIM database in Pakistan?

No. SIM registration records are held privately by operators and PTA. The only public query is your own CNIC count on cnic.sims.pk or SMS 668, which returns numbers of SIMs per company, never names, numbers or lists of recent registrations.

Can I buy fresh SIM data online?

No legitimate source sells it. Offers to sell "fresh SIM data" harvest your CNIC, contacts or payment details and display invented screenshots. Report such sites to NCCIA on 1799 or PTA on 0800-55055.

How do I check a SIM I just bought is registered to me?

Send MNP to 667 from the new SIM: the reply shows the mobile number, registered name, CNIC and SIM number. Then text your CNIC without dashes to 668 and confirm the company's count includes the new card. Both checks concern only you.

A seller offered a "fresh" SIM with no fingerprint check. Should I buy it?

No. Registration has required biometric verification since 2015, through MBVS since December 2022. A card sold without a counter check is registered to someone else, and a SIM on someone else's CNIC gives you no lawful standing to keep or transfer it.

What information does a new SIM registration actually create?

Five fields: the CNIC of the buyer, the issued mobile number, the company, the activation status and the SIM type, voice or data. That record is the "fresh SIM data", and it belongs to the holder of the CNIC, protected under PECA 2016.

Fresh SIM Data: The Honest Version

Fresh SIM data exists in exactly one sense: the new private record your own verified purchase creates at a franchise counter. The browsable, buyable list the phrase promises has never existed publicly, and every site selling access to it is farming your CNIC, contacts or money instead.

Your next step is free and legal: text your 13-digit CNIC, without dashes, to 668, or run it through cnic.sims.pk with the reCAPTCHA. If you just bought a SIM, confirm 667 prints your name and your count rose by one. If any company reads higher than your list, disown the extra line at its franchise before the record sits on you any longer.
